First, each package's unit price is found (Price / Quantity). Then, "what it would have cost" is calculated as the larger package's quantity x the smaller package's unit price. Subtracting the larger package's actual price gives your savings.
Does a bigger package always cost less per unit?
Not always -- "bulk" pricing doesn't guarantee a lower unit price. This calculator lets you confirm whether the larger option is actually cheaper per unit before assuming so.
