How do I convert a decimal to a percent?

Multiply the decimal by 100 and add a percent sign. This works because "percent" literally means "per hundred," so a decimal is just a percentage expressed out of 1 instead of out of 100.

Why does 0.5 equal 50%?

0.5 multiplied by 100 is 50, so 0.5 as a fraction of 1 is the same amount as 50 out of every 100, which is what 50% means.

Can a decimal greater than 1 be converted to a percent?

Yes. Any decimal greater than 1 converts to a percentage greater than 100%, for example 1.5 becomes 150%.
