The US EPA's eGRID database provides regional grid emissions factors, or check your local utility provider, which often publishes its specific energy mix and associated emissions intensity.

Does this account for vehicle manufacturing emissions?

No, this compares only operational (driving/charging) emissions. EV battery manufacturing does have a higher upfront carbon cost than a comparable gas vehicle, though this is typically offset within the first few years of driving due to lower operational emissions.
