How is mutation frequency different from mutation rate?
Mutation frequency is a simple snapshot proportion at one point in time. Mutation rate measures how often a mutation newly arises per cell division or per generation, which additionally requires tracking time or number of divisions.
Why report mutants per million cells?
Raw mutation frequencies are often very small decimals that are hard to read at a glance. Rescaling to a per-million-cells figure is a common convention that makes the result easier to compare across experiments.
