What is the OSHA 4-to-1 rule?

OSHA recommends setting a leaning ladder so its base sits one quarter of the ladder's working length away from the wall, for every 4 feet of height place the base 1 foot out. This produces an angle of about 75.5 degrees, the angle that best balances the risk of the base sliding out against the risk of the ladder tipping backward.

Why does the angle matter so much?

Too shallow an angle, base too far from the wall, increases the chance the base slides outward under the climber's weight. Too steep an angle, base too close to the wall, increases the risk of the ladder tipping backward. The 75.5 degree range is the tested safe middle ground.

Does this apply to a self-supporting stepladder?

No, the 4-to-1 rule and this angle calculation apply to a non-self-supporting extension or straight ladder leaning against a wall or structure. A self-supporting stepladder has its own separate stability design and does not lean at an angle in the same way.
